Business Security Improvement Grant

The Business Security Improvement Grant Scheme, funded through Leicestershire Police Hotspot Funding and administered by Love Loughborough has been created to help businesses improve the security of their premises, deter crime and anti-social behaviour, and contribute towards a safer town centre environment.

Funding

Eligible businesses within the Loughborough BID area can apply for a grant of up to £300 towards the cost of security improvements.

A total funding pot of £5,270 is available and grants will be awarded on a first-come, first-served basis until all funding has been allocated.

What Can the Grant Be Used For?

The grant can be used towards a range of security measures, including:

  • Security shutters
  • Door and gate locks
  • Intruder alarms
  • Internal and external CCTV systems
  • Security lighting
  • Smart doorbells (such as Ring doorbells)

Who Can Apply?

The scheme is open to businesses located within the Loughborough BID area.

To be eligible, the total cost of the proposed works must be at least £100, and all applications must be approved before works commence.

Applying is simple:

  5. Once approved and completed, submit your invoice and proof of payment to claim the grant.

Please note that grants are paid retrospectively following completion of the approved works.

1. Crime reduction & safety Your choice of security grant must demonstrate a clear impact on reducing theft, break-ins, and anti-social behaviour 2. Sustainability You must ensure you have considered a maintenance plan for all installed measures You must show how the improvements will deliver a long-term benefit beyond the grant period, not just a short-term fix 3. High-impact location Your business must be located within the Loughborough BID area, and you must be a BID member to receive the grant.
Key points to consider include: Clearly list each specific item or service (ie 'cost of security camera system' - rather than 'security work'. Separate labour, installation and materials costs if applicable. Include quantities (ie '4 x motion cameras'). Provide unit prices and total for each item (ie 2 x cameras @ £75 each = ££150).

Guidance and Terms & Conditions

  1. Overview

The Business Security Improvement Grant Scheme provides financial support to businesses within the Loughborough BID area to implement security improvements.

The Scheme aims to deter criminal activity, including break-ins and anti-social behaviour, and to support safer business environments.

Funding for the Scheme is provided by Leicestershire Police Hotspot Funding. The total funding available is £5,270.00, and grants will be awarded on a discretionary basis until funds are fully allocated.

  1. Grant Value and Eligibility
  • Businesses may apply for a grant of up to £300 as a contribution towards security improvements.
  • The total project cost must be no less than £100 to be eligible.
  • The Scheme is open to businesses located within the Loughborough BID area only.
  • All applications are subject to review and approval. Submission of an application does not guarantee funding.
  1. Eligible Expenditure

Grants may be used towards the supply and/or installation of security measures, including (but not limited to):

  • Security shutters
  • Door and gate locks
  • Intruder alarms and approved security devices
  • External or internal security lighting
  • Fixed CCTV systems (internal or external)
  • Smart doorbells (e.g. Ring doorbells)

All proposed works must be appropriate, proportionate, and directly related to improving business security.

  1. Application Process

Applicants must follow the process outlined below:

Step 1:
Obtain a written quotation detailing the cost of equipment and installation.

Step 2:
Where applicable, seek and obtain any required permissions, including planning permission from Charnwood Borough Council. Evidence of approval must be provided at the time of application.

Step 3:
Submit a completed application form via the Love Loughborough website, including:

  • Quotation
  • Proof of any required permissions

Step 4:
Applications will be assessed, and a decision will normally be provided within 7 working days of submission.
The Scheme administrators reserve the right to carry out a site visit prior to approval.

Step 5:
If approved, applicants may proceed with the works. Upon completion, applicants must submit:

  • A valid invoice/receipt
  • Payment details

Grant payments will be made following verification. A post-completion site visit may be conducted.

  1. Conditions of Funding
  • Works must not commence prior to written approval, unless otherwise agreed in writing.
  • All works must be completed by 1 March 2027.
  • Grants are paid retrospectively upon completion of the approved works and submission of required documentation.
  • Only the approved items and costs listed in the application will be eligible for reimbursement.
  • The Scheme administrators reserve the right to withhold or reclaim funding where:
    • False or misleading information has been provided
    • Funds are not used for the approved purpose
    • Works are not completed as agreed
  1. Monitoring and Publicity
  • Photographs and/or videos of completed works may be taken for monitoring, evaluation, and reporting purposes.
  • Materials may be shared with relevant stakeholders and funding partners.
  1. Scheme Objectives

The Scheme seeks to:

  • Improve the security of local businesses
  • Increase confidence among business owners and staff
  • Improve perceptions of safety within the area
  • Deter theft and anti-social behaviour
  • Support vulnerable businesses
  • Strengthen business resilience and sustainability
  1. Data Protection
  • The Scheme administrators will process personal data in accordance with the UK General Data Protection Regulation and the Data Protection Act 2018.
  • Personal information provided as part of the application process will be used solely for the purposes of administering the Scheme, including assessing applications, processing payments, and monitoring outcomes.
  • Information may be shared with relevant partners, including funding bodies (such as Leicestershire Police) and local authorities, where necessary for the administration, audit, and evaluation of the Scheme.
  • All data will be handled securely and retained only for as long as necessary in line with statutory and organisational requirements.
  • Applicants have the right to request access to their personal data, request correction of inaccurate data, and, where applicable, request erasure of their data. Requests should be made to the Scheme administrators.
  1. Liability
  • The Scheme administrators accept no liability for any loss, damage, or costs incurred by applicants in connection with the application process or the implementation of funded works.
  • Applicants are responsible for ensuring that all works comply with relevant legal requirements, including planning permission, building regulations, and health and safety obligations.
  • The Scheme administrators do not endorse, guarantee, or take responsibility for the quality, suitability, or performance of any contractors, suppliers, or equipment used.
  • No responsibility will be accepted for any ongoing maintenance, repair, or operational costs associated with the funded improvements.
  • The Scheme administrators reserve the right to amend, suspend, or withdraw the Scheme at any time without liability.
