Local Restrictions Support Grant (Closed businesses)

The Local Restrictions Support Grant (Closed) is a scheme to support businesses that that have been legally required to close as a result of Local Tier 3 restrictions commencing on 2 December 2020. This scheme will be administered in line with Government requirements.

Who is eligible?

Grants are available for businesses that have a Business Rates account and were legally required to close on 2 December 2020. These include businesses in the follow sectors:

  • hospitality settings, such as bars (including shisha venues), pubs, cafes and restaurants are closed – they are permitted to continue sales by takeaway, click-and-collect, drive-through or delivery services.
  • accommodation such as hotels, B&Bs, campsites, and guest houses must close. There are several exemptions, such as for those who use these venues as their main residence, and those requiring the venues where it is reasonably necessary for work or education and training
  • Indoor entertainment and tourist venues.

Who isn’t eligible?

  • Those businesses that have not been legally required to close on 2nd December
  • Businesses that are in administration, insolvent or where a striking-off notice has been made, are not eligible for funding under this scheme for the purposes of this grant
  • Businesses that have chosen to close but not been required to will not be eligible for this grant.
  • Businesses that have already received grant payments that equal the maximum levels of State aid permitted under the de minimis and the Covid-19 Temporary State Aid Framework.

Amounts

  • Businesses occupying premises with a rateable value of exactly £15,000 or under on the date of the commencement of the local restrictions will receive a payment of £667 per 14-day qualifying restriction period.
  • Businesses occupying premises with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the local restrictions will receive a payment of £1,000 per 14-day qualifying restriction period.
  • Businesses occupying premises with a rateable value of exactly £51,000 or above on the commencement date of the local restrictions, will receive £1,500 per 14-day qualifying restriction period.

How do I apply?

Where we hold the required information, we will make an automatic payment of the grant. You will be notified by email by Friday December 18 if you will receive an automatic payment. If you have not received an email, please complete our application process, which will open on Friday December 18.

Any business that receives a Local Restriction Support Grant (Closed) payment for the current period (December 2-16) period will not need to reapply for future restriction periods, automatic payments will be made. It is your responsibility to tell us if your circumstances change at any point.  Any grant amount paid where your business is found not to be eligible will require the amount to be paid back to the Council.

Local Restrictions Support Grant (Sector)

The Local Restrictions Support Grant (Sector) is a scheme to support businesses that that were legally required to close on 23 March 2020 and have never been able to re-open. This scheme will be administered in line with Government requirements.

Who is eligible?

The grants are for nightclubs, dance halls, discotheques, sexual entertainment venues and hostess bars which have a business rates account and were legally required to close on 23 March 2020 and have been required to remain closed.

Amounts

  • Businesses occupying premises with a rateable value of exactly £15,000 or under on the date of the commencement of the local restrictions will receive a payment of £667 per 14-day qualifying restriction period.
  • Businesses occupying premises with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the local restrictions will receive a payment of £1,000 per 14-day qualifying restriction period.
  • Businesses occupying premises with a rateable value of exactly £51,000 or above on the commencement date of the local restrictions, will receive £1,500 per 14-day qualifying restriction period.

Grant payments for eligible businesses will be made automatically paid for each qualifying 14-day period.

Christmas Support Payment for Wet-led pubs

On 1 December 2020, the Government announced the introduction of additional support over the festive period for wet-led pubs in areas under Tier 2 or 3 restrictions.

Who is eligible?

Wet led pubs are those pubs that derive under 50% of their income from food sales covering the period that they have been open.

Pubs should under normal circumstances (without local or national restrictions) be described as: open to the general public, allow free entry other than when occasional entertainment is provided, allow drinking without requiring food to be consumed and permit drinks to be purchased at a bar

Local Authorities may request that pubs provide accounting evidence that they derive under 50% of their income from food sales to determine that the pub is wet led. These accounts should be dated no later than 11 March 2020 (covering a period when trade was not affected by Covid-19).

Who isn’t eligible?

  • Pubs that derive over 50% of their income from food sales will not be eligible to receive funding through this grant scheme
  • Businesses that are in administration, insolvent or where a striking-off notice has been made, are not eligible for funding under this scheme for the purposes of this grant
  • For these purposes, the definition of a pub should exclude restaurants, cafes, nightclubs, hotels, snack bars, guesthouses, boarding houses, sporting venues, music venues, festival sites, theatres, museums, exhibition halls, cinemas, concert halls and casinos
  • Businesses that have already received grant payments that equal the maximum levels of State aid permitted under the de minimis and the Covid-19 Temporary State Aid Framework.

Amounts

Under the CSP scheme, Local Authorities will provide a one-off payment amounting to £1,000 per wet-led pub in each eligible Local Authority where Tier 2 or Tier 3 restrictions are imposed following the scheduled Tier review dates of 2 December and 16 December.

How do I apply?

Eligible wet-led pubs will be should complete the online application form to apply to receive the grant. Applications will open on Friday December 18.

Deadline for applications for CSP

Applications for the Christmas Support Payment for the period December 2 – December 29, 2020 will be accepted until Sunday January 31, 2021. After this date no further application will be accepted.

Appeals

There is no right to appeal, and the decision of the Council is final. As set out in the Business Grant Fund Policy, the Council’s interpretation of the guidance is at its own discretion and it will be the final arbiter of the definitions contained within this policy.
